Anybody who wants to. If you can program fairly well, you can write a virus.
Although viruses with damaging payloads are generally written by the same
ype
of people who set fire to bags of shit outside people's doors.. it's nothing
more than mindless vandalism when you don't even know who you're infecting.
Trojan writing, IMO, can often be pretty interesting. Especially if it's for
a
specific task, like grabbing a password file.

Viruses don't always cause damage, by the way, and destroying hardware is
impossible via any program. (nobody lecture me on monitors, please)
Basically, there's file infectors and boot sector viruses. File infectors do
just that; they infect or overwrite files each time an infected file is
executed, and sometimes they may have a payload which could be anything from
message to a format command. Boot sector viruses infect the boot sector of a
disk and are generally spread via floppy disks. A virus can also behave in
both
ways, infected boot sectors and files. MS-Word viruses also exist, which
basically take advantage of the macro language and 'executable' type of .doc
files that Word creates. There are other types of viruses, but somebody's
paging me on the BBS and I gotta go!
