I can't understand your task:
1 - you want to unpack any insecure bundle and toss PKTs
or
2 - you want to unpack insecure bundle from one link only and toss PKTs?

Technical, both case is possibled, but:
- 1st is very bad idea: your node to be "open relay" for fidonet;
- 2nd is bad ("open relay" too), and to prevent is required check
IP address or phone number (or another identification) of sender.

Simple and true solution: set up secure link!
