Howdy Richard,
I think you need to gain more understanding of what the different Fido 
essage
formats are first.  It's the *.MSG files you need to work with.  The *.PKT 
files are normally created from *.MSG's by your tosser for delivery to other 
BBS's and the heading format is different and Path and Seenby lines are 
ded.
Personally, since I've had to deal with dozens of new authors producing 
poorly formatted messages through the years, I'd suggest you find existing 
software like GoldEd that will accomplish what you need.
I've written a lot of Fido software and there's more than meets the eye when 
dealing with the message formats.  I won't give you free code until you 
understand how all of the kludge lines function.  Please get a copy of all 
the Fido specifications and get up to speed on them first.
Have you looked at GoldEd, Timed, Terminate, and the others that have been 
around for years yet?   I'm not saying you can't do it, but there are many 
good reasons why I use GoldEd instead of building one of my own.
