Netcomm problem number 5 has been updated significantly...

5. Getting 28800 (no EC) connects (3) to 03-9338-3794.  Sysop has
a Hayes Optima 288 V.34 online there.  I dropped my com port
speed down to 19200 in order to force a lower speed connect, and
I connected fine first go.  Actually, this problem only occurred
when I had AT%L13 (default) in.  I tried again with AT%L11 and it
worked fine (2/2).  Here is some debugging info reported by the
modem when I tried again with AT%L13 (and it failed):
