On the other hand, they learned how to bend the law under Giuliani in his efforts to cut the crime rate. That cost the city a bundle too. Not that many cared about bending the law and the reduction of civil liberties. People were too pleased with the drop in crime. The same kind of stupidity and cowardice is what you are seeing now concerning 9/11 and the lessening of civil liberties that has brought about.
