Yes, Ross Mudie has reported that too-high fax Tx levels are the single
greatest cause of fax transmission problems.  (Telstra Fax Newsletters)

It's not the 'transmission level'.  It's the _received_ transmission level,
and allows 6dB loss (fixed) over the digital network.  That corresponds to
a _transmitted_ level (at your modem) of -13dBm, which is the correct Tx
level.

Except with V.34's intelligent Tx level adjustments to suit the line :)

Exactly.  -8.4dBm as a received level would indicate a Tx level of
something like -2dBm, which is VERY LOUD, and would very likely splatter
the neighbours pretty badly .. it's a fair bit too loud for a local Tx
level, even .. can the fax Tx level be adjusted up that loud on the
Courier??
