You don't need to kill any.  You just need to make them think you will.
There is indeed a lot to be said for the kind of terror campaign that
causes great disruption in cities without actually hurting anyone.  You
impact their lives, so they know about you.  No one gets killed, so there's
no great anger directed at you.
