I'll try to help you with this but I need to know what type of mailer you're 
running-- BinkleyTerm or FrontDoor style.
Seal gets the needed info from your TIC.CFG and this file must be set up 
properly for the type of mailer you're running.  If not, Seal will delete 
.TIC files when it shouldn't; before they are sent to the downlink.
