I'm not quite sure what you're asking here.  Are you talking about
"handlers" or "handles" ?  `Handles' are opaque data types.  I.e.
they're a unique value that represents something, but the idea is that
you don't have to know or care exactly what sort of thing the handle
itself is.  The exact type of thing a handle really IS depends on what
kind of handle it is - some are pointers and some are indices into
arrays.
A "handler" is typically a function that responds to a particular
Windows message.  I'm not sure exactly how that would relate to the rest
of your question though.
As far as conversion from, say an HBITMAP to a TDib or somesuch goes,
this would typically be handled by a constructor for the TDib class
itself.
