It depends on what they're trying to do.  For simply disrupting stuff, 
that would be easier,  but for really "striking a blow" and
terrorizing a whole lot of people much more so than such an incident,  then
they're likely to resort to other tactics.

The attitude that people had during that "sniper" nonsense that
was going on a while back,  thinking that maybe terrorists were behind it, 
comes to mind for another possibility.  If a group _did_ start that sort of
thing,  it'd be much worse than just the pair that was doing it,  as they'd
be all over the place, and much harder to catch,  and even if they did
catch some of them the stuff would still be going on.
