Last time I saw something like this, the password in the received .TIC didn't 
match the configged password in TIC.CFG.  Take a close look at your inbound
.TICs for those "Can't accept" files.

The .TIC is there, the file isn't.
 GK> What does this mean?  I have no docs for Seal, for some
