why not? just because something is required where you live doesn't mean that it
is where someone else lives...

no one said they did/would...

AFAICT, in new mexico, vehicle insurance has been required since 1978 by "NMSA
1978"... but i've not spent a lot of time tracking down when the laws was
actually changed to require at least liability insurance on a vehicle...
