If you don't supply the *required* documents, why would the office hand over
the license plates?
In Germany you need
- eVB number
(car liability insurance will be looked up on-line by that number)
- valid ID or passport
- vehicle title
- certificate of conformity (supplied by manufacturer of the vehicle)
- direct debit authorization (motorized vehicle tax)
Companies also need to show business registration and an excerpt from the
commerce register.
If anything of that is missing, all you get is "See you later!".
If it turns out that you are not just missing the insurance number, but the
insurance itself, then police will prevent you from operating that vehicle to
save you from
- operating an unlicensed vehicle
(70 EUR fine, 1 point in the database of "bad drivers",
reaching 8 makes you lose your driving license)
- operating a vehicle without liability insurance
(up to one year in jail or 360 daily rates of fine based on your income
and since you obviously did it with intent, the car will be taken as well
and jail is more likely due to the intent)
