It would be better to get a scanner that can receive PL tones and use that.
If your fire department doesn't use PL tones, you can either turn up the
squelch or install an attenuator in the antenna line. Radio Shack sells
attenuators for TV use, you can splice them in line with a pair of "F"
connectors appropriate to your cable. Of course, TV antenna lines are 75
ohms and your scanner line is 50 ohms so you will lose some additional power
with the mismatch, but that's what you want to do in the first place!
