Not as far as I'm concerned, it doesn't.

Only the NetComm fails to connect every time with my USR, although forcing
26400 from my end appears to have improved the success ratio dramatically.

It's not for me to say, as only you can determine that, although I know
several people running USRs, and not one of them has had cause to regret
their choice.
