this is not needed at all... if you don't like something you find on the
web and think that it's unethical or wrong, complain to the webmaster...
a lot of virus distribution points have been taken down because
webmasters were alerted to the activities of their users... you see,
when you sign on with an isp theres this certain little matter of a
"user agreement" which either makes the distribution of viruses from
that system against the rules implicitly or has some clause by which the
isp can remove your service at any time should they deem it necessary...

actually, in most places distribution of virus source code is not
illegal... heck, in most places the distribution of live viruses is not
illegal... switzerland is an exception...
