_Wait_ a minute!  "If it is illegal" - where?  In the country of the
site on which it's posted?  Who determines if something is "illegal",
anyway - the cop on the street or the courts?  In most democracies,
it's the latter that make such distinctions, not the former, and it's
the latter that decide what punishment (if any) there is to be. 
You're suggesting we toss out our legal system and rely on the good
judgement of some "cybercop" to make determinations, decisions, and
take actions in ways that in any other venue would be considered an
abuse of authority.  No thanks.

You live in Calgary.  Therefore, what law makes the distribution of
"virus source code" _illegal_ in Canada?  I'm sitting here with my
well-thumbed copy of "Martin's Annual Criminal Code" waiting
