We have a local shop that will inspect emissions. I would check with
the local courthouse to see what you need for emissions and what years
are excluded. I'm not sure anymore what is excluded and what's not.
Too many laws have changed over the past few years. It used to be if
you took the catalytic converter off before you took it to the muffler
shop, you didn't have to have one (helped mpg), but know if the book
shows your vehicle had one stock, it has to have one. Those things run
about $250-$300 each, plus the cost for rest of the exhaust system.
Usually, by then, there is more in the exhaust system than the car is
worth. I think this is the way the government is trying to get rid of
old cars. People don't want to spend the money to get a converter plus
a exhaust system, so they usually go without and then usually junk the
car in a year or two. I got a new exhaust system put on my '78 Dodge
Magnum before they changed the laws about the converters, so I didn't
have a dual cat. system, but I still spent about $200 for a new dual
exhaust for my car. Sounded good, but expensive.
