Its my understanding that in California, your vehicle has to be a 1965 and
older to bypass the emmissions test.
Of course, one has to remember every state/province/country has different
regulations.  I've heard some states have a cutoff of 1976.
And then theres things like, where you live that dictate wether you go for
checks of not.  Its an entirely local thing to be worked out when someone
asks what years need emmisions testing.
The best part however, the older it is, the easier it will be to pass, and
the less engine clutter you have to deal with.  Its just a matter of being
able to find one old enough at a decent price.
