You could save a lot of weight and hassle in the setup by tilting the chair back somewhat permanently and have the binos in a cradle with bearings on either side of your head . Allowing your neck to pan through 70 degrees ( which it can do comfortably) and put the center of rotation just below and behind your ears. You could still motorise both axis.
