       I agree David.  Even a minor ecconomic downturn could swap any
prospective balanced budget for years and I would not imagine the
attack on Iraq, now recieving such forceful media attention to build up
public support, is in the budget either.  Wars aren't cheap and even a
campaign of just a few weeks using only aerial attacks will be a budget
breaker.
