I see that in many, many Windows programs, not only Microsoft's. It
seems the higher level the language, the less thought goes into its
use, particularly user-interface design ("Oh, the GUI will take care
of all that.").

Absolutely, but I accept that a "logical and structured fashion" can
manifest itself in many ways.
