Maybe in the fictional days of chivalry & knights on horseback that may
have been a distinction.

However consider totally destroying a city so as to send a message to all
other cities as done by the likes of Mr G. Khan & his merry horde 
& many others.

Is the message aimed purely at the Kings/city elders or the populations of
the remaining cities or both?
