Begin with a basic Safe Boating course that's offered in every area by
the Power Squadron or Coast Guard Auxially.  This should be an 18-20
hour course.  Then, if you really want to learn more, you can take a
Seamanship or Piloting course.  The basic course comes first though,
and EVERYONE on the water should have to take it.
