When a teacher just insists homework be turned in and doesn't examine it
in detail but instead just checks it off as turned in, the student knows no
amount of honest work betters his grade in the course.
Thus, a student in such a class has every incentive to cheat on homework
so that he can work harder on homework in another class where hard work
actually pays off.
