subject: Bink-XR4 bug

I've just noticed a bizarre behavior over the last few days.  Where Bink v2.60
would always do a password override on an outbound call, the XR4 version
often doesn't!  I've seen files come into unsecure inbound on outbound calls
where there's a password failure.  This should be corrected.  Files received
on an outbound call should be treated as secure inbound.
