I don't think you have any valid foundation for this claim. I know
numerous people who have been asked for a deposit; and who were
financially sound and good risks. I also know people who were the very
worse credit risks who got approved without a deposit. Go figure.

I don't think any more than two months service as security deposit is
neccessary. The cellular companies have a minute by minute record of
your charges and they can, as you suggest, limit the person as to what
they can run up in a bill.
