And that is not what is said.
"Amendment X
The powers not delegated to the United States by the Constitution, nor
prohibited by it to the states, are reserved to the states respectively, or
to the people."

Nothing is said about any new powers not being allowed to be added to the
Constitution, for example.
What is this 'Constitutionally required process' you say was not followed?
