Well, you've got to admit that the ideals in the last paragraph are good.

I would be willing to bet that a secondary, although probably mostly
unmentioned goal, is to cut down on STD's, especially HIV.

The part about penalties probably comes from whatever "class"
they've placed the crime as. Sort of like having something be a Class A
felony or Class C felony.

Dishonorable Discharge requires a Courts Martial, and the "year in jail"
  as a maximum punishment sounds fairly low-key for a court martialable
offence - I suspect that most of these would be handled, if needed, as a
field grade Article 15.


As far as the opinions of a PFC (18-20 y.o., 2mos-2yrs service) or a SGT
(who knows) are concerned, they should be reminded: The US Military is not
a democracy.

As far as the military wife... ma'am, thank you for your opinion. What do
you think about the regulation forbidding your husband from adultery?
