Security?  Let all the other members of the U.N. provide the
"Security" for the "Home Office", so to speak.  They
can build  it out in the middle of nowhere, and only let the people who are
supposed to be there get in.....Sort of like the scenario in the Left
Behind series. (Fictionalization of the Book of Revelations).
