I guess we have to disagree.  I own two of Ayoob's books, and on the
contrary, I've seen him very explicitly caution people to check their
local laws because the laws can vary from one locality to the next.
When he makes a statement, he typically uses words such as "in general"
or "in most cases" with an appropriate disclaimer.
