I think it would be rather na~ve to set up any military strike
against a target of such extreme importance to the enemy that they
are willing to surround it with a wall of civilians to protect it
and assume you'll walk in and out with no casualties.

Remember, this started off not as a strike against a small target
like a person but as a problem of an enemy that would put its military
command post in a location such as the basement of a hospital.
