Connection speed is a function of available effective line bandwidth
all the way from your modem's 'phone socket to the remote's.
The greater the bandwidth, the more likely you are to achieve higher
connect rates. 33k6 connects require some 3.8kHz
Some modems negotiate at a lower rate and then
rate up-shift once the connection's been successfully negotiated
(the way specs were originally envisaged AFAICT)
Other modems, in the chase for commercial advantage, negotiate too high
a rate and then have to shift down again in connect. But they do
continually display this initial connect rate! This has been
reported in Couriers with latest US code. Supra 336+ has introduced a
specific S register for users to try and accomodate for this
"aggressiveness"
