Bush Sr.?  You mean having him stop pursuing Saddam?  That was fruitful..

The Iraq Embargo...that was fruitful, really did nothing but hurt the
people while Saddam profited from the Food for Oil program that's  coming
to light.

Libya Embargo?  Not sure that did much either.
