That would be the series finale not premiere....
The actual limit to warp is 9.8 in emergencies. Warp 10
is infinity as Peter said.
The episode you refer to is an altered future reality and
we can never be sure if some new type of warp has been discovered
such as trans-warp was in STIII. This could be the only explanation
to a higher warp by both the Pegasus and the Enterprise.
