Its like the following equation:

Global Test = A (countrymen and people understand fully why pre-emptive
action is required) + B (prove to the world that it is legitimate -  If the
world doesn't agree then it AIN'T PROVEN)

Solving the equation:

Global Test = A + France gives its OK.

Global Test  -  A   =    Kerry sucking Chirac's dick begging for permission.

Global Test = Nuclear Explosion in New York City before Kerry gets global
permission for military action.

Its pretty simple really.
