Even that larger coalition didn't pass Kerry's "global test"
apparently. Nothing would ever pass Kerry's "global test" for
pre-emptive action. That's his whole point.  Tell a LIE that sounds like
he's for strong protection of America, but leave in weasel words that
render his declaration meaningless.
