Thats right.  if needed CLI can be switched on, on particular phone lines. 
ie if people are getting death threats, telecom have a little box available
that can give you the incoming calls number, but only if they activate it
on your service.  its not that we don't have it, its that it isn't used by
default due to various reasons.
