binkd does not and cannot... all it can do, if configured for such, is create
semaphores for other tasks to react to OR it may start those tasks directly...
it can do this after the session is complete (default) or it can do this
immediately after the file is received (uses ! in flag or exec command)...

eg1:
# create a semaphore after the session is complete
flag x:\\bbs\\semaphore\\mail-in.sem *.su? *.mo? *.tu? *.we? *.th? *.fr? *.sa?
*.pkt *.tic

eg2:
# create a semaphore immediately after receiving a FOO file

eg3:
