AFAIK, Kyoto focuses on CO2 emmissions (not pollution) that purportedly
cause global warming; a contention that is increasingly under dispute by
recent and upcoming studies. Too, even assuming that implementing it would
have the desired result, even the proponents admit the potential drop in
temperature would be miniscule. Not to mention that more CO2 helps trees
grow and replenish the air. i.e. more air from fewer trees.
