Nope your assertion is incorrect. Many countries especially Saddam's
neighbors believed he had them and would use them on USA troops.

Yes but if you re-read my statement you'll note I wrote of leaders from the
middle east whom Gen Franks met with, such as Egypt and Jordan, assured the
general that Saddam had WMD and would in fact use it on USA troops when we
went in. Franks recounts these meetings, what these other countries told
him, and how he fully expected his men to come under gas and biological
weapons attacks.
Also Franks has never impressed me, in fact the first time I saw

Well that idiots plan to take Iraq was a brilliant success in terms of time
to victory and minimization of casualties. To take a country the size of
California in two weeks with minimal loss of life was completely amazing.
General Franks wasn't in charge of Iraq after he conquered it.
