It does come from a novel, Diane Duane & Peter C. Norwood's *The Romulan
Way*. Since the novels aren't canon, it's not a RETCON; indeed, very
little of Duane's *excellent* work with the Rihannsu has found its way
into canon, if indeed anything has.
The same is true of John Ford's Klingon work.
