Problem is, you just can't get TOO mad at them, right?

Here in Wisconsin (northern US) because of El Nino our winter has been
really warm, with hardly any snow.

 LS> now i have not dared to let them meet each other. Which is the proper
 LS> way to let them do?

 LS> If mother take her dog to my apartment the cats are in their own area,

Best thing to do is have the dog tied up or behind a fence of some kind
to see what the animals will do when they meet.
