You got it. I have no doubt that Al Qaeda would love to have a nuke or
three -- so would the IRA, Shining Path, Janjawid, Egypt, Uruguay,
Botswana, and the 17-year-old sociopath who lives down the street.

But since the 9/11 attack that "changed everything" was an
ingenious use of non-weapons, it seems sensible to me to put at least as
much effort into tightening security in other potential non-weapon hazards
as in hyperventilating about the weapons they might acquire.
