I believe the requirement to check the VIN is common in many
states; I know it is also true in Oklahoma, and I believe it was the
case in Texas even before it became a rule in Oklahoma.
The documents you have show you owned the vehicle described
in the documents for nearly 10 years. The idea behind the rule is
that the vehicle you have may not be the one specified in the
documents.
This is supposed to prevent fraud, especially with stolen
vehicles and wrecked vehicles. Whether and how much effect it has,
I don't know.
