SECURITY.BIN comes into play when you enable fixed disk security (in Setup under "Data protection and security" item), i.e., password protection of your machine at DOS level. I wouldn't recommend enabling this feature when you have both DR-DOS and Windows installed. You can delete this file. (Technically speaking, SECURITY.BIN is yet another "preloaded driver", loaded by DR-DOS before CONFIG.SYS is processed, like STACKER.BIN or DBLSPACE.BIN on-the-fly disk compression drivers.)
