In US MS DOS 6.20A, it's located at offset 026Bh in the permanent portion
of COMMAND.COM. Needless to say, said location is country and version
dependant.
Just an idea: hook INT 21h. When some program requests the fn 4Dh info,
store it in a variable in your own program.
