Well I didn't live there so can't say from personal experience, but its
possible you've forgotten how steel mills and factories could pump out the
pollution in the 50s and 60s before controls began to be legislated.  In
Pittsburgh the soot was so thick that it would cover cars, people, etc.
from the factories and coal burning, etc. in the early 1900s.
