Sorry, won't wash!  The easiest explaination is NO explaination.  That was
the way they were always suppossed to be but the TV budget wouldn't allow
it.  When the super budget came around for the movies, Gene made them the
way he always wanted them.  Of course that doesn't explain the short
conversation between Odo and Worf does it? *;^))

Don't know what to tell you on this one.  I'm on The Blitter End here in San
