That's true of any government of the US, and hardly just the US. All
governments have domestic constituencies that want to be protected, who
argue that their jobs or their products are "strategic" and therefore
should have their prices supported by tarrifs. Both the EU and NAFTA are
simply means of putting the protective tarrif around a larger area than
one country while allowing trade without tarrifs within the area. When
protective, rather than simply revenue-raising tarrifs, have been
eliminated, consumers have benefitted from lower prices for goods, but
often those jobs and industries that were protected by the tarrif have
often been lost. Those resources of labor and capital can, in theory, be
used in the production of goods and services in which there is a
competitive advantage, but the process is very uncomfortable for a number
of people.
If you don't like the Bush government's free trade policies, you'll really
love the ones of our new Congress, which is dominated by people who are
the lackeys of labor unions, and don't believe in capitalism in the first
place.
